I've heard on various talk radio shows that hundreds of professional
forest fire fighters along with their equipment, from various parts of
the country and the Federal Government, had flocked to California
to combat the fires when they first started, but California
regulations--strictly enforced by soon-not-to-be Governor Gray
Davis--prevented them from engaging the fires until they were
certified by the State of California. Certification--taking classes and
passing tests-- took at least one week, by which time most of the
damage had already been done.
